This year has proven to be a major success with the increased participation of local area pilots in the "Wings" program.

Fresno District Pilots are making a name for themselves by attending more "Safety Seminars" than ever in the past. Significant Information for Pilots
It seems that questions crop up at regular intervals concerning the Pilot Proficiency (Wings) Program. It then behooves the FAA to occasionally expound on why we think the ‘Wings’ Program is such a great program.

The FAA implemented the Flight Review program in 1974. During that first year of implementation the accident rate dropped 10%. Notwithstanding the decline in flying activities since then the accident rate has also been declining ever since.

The FAA felt that if we had such success with a flight review every two years why not implement a yearly flight review. This met with terrific opposition from the flying public, so a non mandatory program, with incentives, was developed. This was the Pilot Proficiency Program. This program was extremely successful, statistically showing an 80 to 90% reduction in the accident rate for participating pilots. It has even caused some insurance companies to offer lower insurance rates to their policy holders that participate in the program.

So what do you have to do to become a safer pilot? An airplane pilot has to accomplish the following:

  • Attend a pilot seminar either conducted or approved by the FAA.
  • Fly three hours with a Certificated Flight Instructor ;one hour of airwork; one hour of takeoffs and landings; and one hour of flight by reference to instruments. (P.S. reference to instruments means either with a view limiting device or in actual IMC. A baseball cap is not a view limiting device.)
  • Have your flight instructor sign your log record stating he has given you the training.

See AC 61-91H paragraph 9. Then send the ‘completed’ form provided by the seminar leader, to the FAA for processing.

When you have completed the above within one year the FAA will send back to you a nice set of wings (up to phase 10) a nice certificate to hang on your wall, and you will be credited with having accomplished a Flight Review.

Now if you should happen to fly something other than an airplane (such as a rotorcraft, seaplane, glider or ultralight, the Pilot Proficiency program will work for you too. Just look in the Advisory Circular AC 61-91H, to find out what you have to do to get your set of wings and be about 90% safer. A check of FAR 61.56 is also in order to give you background on how credit is applied to a pilot for completion of the flight review.

So you see the program is very simple and gives a pilot great benefits. I hope to name listed in this publication as having completed a phase of the ‘Wings’ program.

A two day safety symposium and IA renewal seminar is being planned for March 5th and 6th, 1999. It will be sponsored by the Professional Aviation Maintenance Association and Aircraft Parts International. This Northern California symposium will be held at the Sunnyvale, CA Hilton hotel. There will be activities for maintenance personnel and pilots. More information will follow.
