NEW AIRPORT MARKING AIDS & SIGNS

As a part of the requirement for the recent Federal Aviation Regulation Part 139 certification of the Palomar-McClellan airport, extensive taxiway alterations were undertaken to meet the required runway separation standards to allow enhanced air carrier operations. Also during this time, airport management replaced the existing airport surface marking aids and signs with those complying with the requirements of FAR 139.311 for certified air carrier airports. These markings have been developed to provide a common standard and uniformity from one airport to the next, for enhanced safety and improved efficiency. For general aviation pilots who have not operated out of certified air carrier airports, some of the markings and signage may be different from those they have seen in the past, but the winds of change continue to blow briskly and are coming to an airport near you! In addition to Palomar, Gillespie Field has now adopted the new marking and signage standards. Before you venture out, remember, "Preflight Action" regulation 91.103 requires that, "each PIC shall, before beginning a flight, become familiar with all available information concerning that flight". If you aren't familiar with the new markings and signs, you can quickly find yourself embarrassed by a new found inability to navigate your aircraft on your home airport surface. This provides weeks of high spirited conversation at the airport cafe, or your local FBO. At the serious end of the spectrum, you may find yourself involved in a runway incursion with potentially tragic results.

In the case of the Palomar airport, the new runway markings have been moved closer to the taxiway, in accordance with FAR Part 139. This makes it impossible to stop beyond the "double dashed-double solid" lines upon departing the runway, and short of the parallel taxiway, to conduct an after landing checklist. In accordance with the Aeronautical Information Manual, page 4-3-15, "the pilot is expected to taxi clear of the landing runway even if that requires the aircraft to protrude into or across another taxiway, runway, or ramp area". CRQ air traffic control specialists ask that you contact them immediately after clearing the runway, and if you want to stop to complete your after landing checklist, they will authorize you to taxi directly across the parallel taxiway to the adjoining ramp and complete your checklist at your leisure. The key is to communicate your post-flight intentions to ATC. They will do their best to accommodate you, while ensuring separation and safety. Transient parking has become another issue for ATC. With the loss of the airports designated transient parking area, temporary parking is now only available at Western Flight, Cinema Air and Mission West. Be careful when you taxi, because the Tower cannot control the ramp areas, as they are not "controlled movement areas". Only the taxiway and runway are within their jurisdiction.

In addition, the FAA produces a pamphlet titled, "Airport Markings, Signs, and Selected Surface Lighting". This can be obtained from FAA Headquarters in Washington, D.C., by calling (202) 267-7770. Like airspace reclassification and METAR/TAF, change is inevitable. But, if this old dog can learn new tricks, you will have no problems!
