VFR Waypoints:
New Tools for an Old Challenge


One evening early in the marriage of a dashing pilot and beautiful maid, the bride began to assemble a wonderful lamb stew. The recipe had been in her family for three generations. As the pilot eagerly watched, his beautiful wife lobbed off one fifth of the leg of lamb before cooking it.

The frugal husband asked his wife why she had discarded the precious meat. "That’s what my grandmother taught me," she said, "we’ve always done it this way."

Not to be deterred, our pilot questioned the old grandmother, originator of the now famous lamb dish. "Well, son," the old woman began, "when I was a young bride we had few pots to our name and the biggest one was a little too small for a full lamb leg. I had to cut off a good sized piece of the leg just to fit the pot."

The LA Basin is a marvelous stew of airspace. Have you been cutting yourself off from some of this airspace because "you’ve always done it that way?"

We fly familiar routes to keep us safe from the airspace cops. Sometimes, that means not taking advantage of the added safety margin available to us were we to use Class C or even Class B airspace, or keep a link alive with air traffic control.

This past July 15, 1999, the Visual Flight Rules Terminal Area Chart (TAC) for Los Angeles and the TAC for San Diego show familiar check points traditionally used for Visual Flight Rules (VFR) navigation now specifically designated VFR Waypoints. These are the common, easy to spot, visual navigation aids we’ve been using all along, such as the Queen Mary or Dana Point. These VFR Waypoints overlie established VFR routes and are printed on the navigation side only of the VFR Terminal Area Chart.

This change will:

  • Aid VFR Navigation in and around Class B and Class C Airspace

  • Provide Greater Safety & Fewer Airspace Deviations

  • Increase Situational Awareness for All Pilots

The VFR Waypoints have been assigned 5-letter identifiers always beginning with VV to distinguish them from waypoints used in the instrument flight rules (IFR) system. Typical identifiers are VVLQM for the Queen Mary or VVSTP for the Torrey Pines Golf Course.

When you call Air Traffic using these waypoints, say the common name, such as "Crystal Pier," not VVSCP or "Mile Square," not VVLMS.

VFR Waypoints are most frequently depicted with the magenta flag also used for common visual checkpoints. The waypoint name is underlined with the 5-letter identifier below.

A few waypoints do not have commonly used names. They are depicted by a four-pointed star printed in black ink. Two examples can be found on the San Diego TAC Chart at the north gate to the VFR Corridor. Since no names are connected with these points, they are charted with the four-pointed waypoint symbol and the identifier code only.

Ten Los Angeles VFR waypoints were developed to guide pilots through the LA basin avoiding the Class B airspace. The remaining 21 are reporting points for destination airports in the basin.

There is an added bonus too. The VFR waypoints, published in the current Airport/Facility Directory as longitude and latitude coordinates, can be used with GPS, LORAN and RNAV systems. You can verify your position electronically as a back up to your visual check.

Program your receiver before beginning a VFR flight into busy airspace. Looking outside the aircraft is still your primary responsibility. Also, these VFR waypoints should never be used for Instrument Flight Navigation.

On September 14th in Costa Mesa, we will meet to discuss using these new/old visual waypoints designed to make flying more safe in the basin. There will be representatives from towers, SoCal Tracon, Flight Standards, and Aviation Safety Counselors. You’ll have an opportunity to see what’s been accomplished, try it out and ask the questions you have about this new tool. Join us on Tuesday, the 14th of September, in Costa Mesa at the Costa Mesa Community Center. We begin at 7:00 p.m.

PACE

Our next PACE activity is scheduled for OCTOBER 5, 1999 at Montgomery Field. We will be at the eastern end of the transient parking ramp, due east of the Casa Machado Restaurant. Look for the orange cones near the cyclone fence.

What is a PACE activity??

The Pilot Aircraft Courtesy Evaluation program is a non-enforcement activity that is educational for owners, operators, maintenance technicians and anyone that would like to be more knowledgeable about aircraft and their maintenance and operation."

We are asking owners/operators to volunteer their aircraft for participation in the PACE program. The program is for general aviation, corporate, FAR 135 operators, FAR 121 operators, including balloons and experimental aircraft; in short any aircraft that has an "N" number.

When an aircraft is to be volunteered, an information sheet is submitted approximately six weeks prior to the "PACE Activity Date" to the Airworthiness Safety Program Manager (Fred Christlieb) at the San Diego FSDO. The following basic information is needed:

  • Make-Model-Serial Number of aircraft, Make,
  • Model and Serial Number of the engine(s) installed on the aircraft,
  • Propeller(s) Hub Model Number/Blade type number and length,
  • Name, address, and phone number of the participant.

Packages are assembled for the participants and a meeting is scheduled at the FSDO to start the training on what type of documents are involved with an aircraft and what these documents should tell the owner/operator about their aircraft.

The aircraft are brought to a specific location and a team of FAA inspectors will look the aircraft over and note items found that need maintenance corrections and/or verification of maintenance records.

The findings are not recorded or tracked in the FAA enforcement system. If an item is found to be unairworthy and the owner needs to fly the aircraft to a location to get it repaired, a Special Flight Permit may be issued so the pilot/owner may return the aircraft to a specific location for repair.

San Diego’s 3 rd Annual Safety Competition
On July 17, 1999, eight pilots from various flight schools and flying clubs came to Ramona Airport to compete in the 3rd Annual Safety Competition. We had pilots from Pacific Wings, Pinnacle Aviation, (Last years winner!), Jimmy Carter’s Flight School, California Flight Academy, and the Armed Forces Aero Club at the competition this year. The competition was split between two categories, Flight Instructors and Private Pilots Certified within 12 Months. We started at 7:00 A.M. with the arrival and briefing of the judges, all volunteers from the ranks of the San Diego Aviation Safety Counselors. The competitors started checking in shortly after 8:00 A.M. By 12:00 Noon all the competitors had checked in and the competition was in full swing. The Pilots completed 9 safety gates for a maximum of 176 points. The pilots were all graded on arrival procedures, taxi and aircraft shut down procedures, airworthiness documentation, a written test, preflight procedures including a rigged airplane preflight, aircraft fueling procedures, engine start, taxi, and departure procedures, and specific graded maneuvers. The competition was very close. All the competitors were within 10 points of the average score of 126 for the private pilots and 140 for the flight instructors. In the end Patrick Joyce with 133 points finished on top for the Private Pilots and Jimmy Carter with 143 points finished on top for the Flight Instructors. Both of these pilots were from Jimmy Carter’s Flight School.
