SUBJECT: Practice Instrument Approaches to Oxnard and Camarillo Airports

CANCELLATION: April 25, 1998

In an effort to provide a safe and efficient flow of aircraft requesting Visual Flight Rules practice instrument approaches into the Oxnard and Camarillo Airports, standard Instrument Flight Rules separation will be applied to all participating aircraft during the hours that Radar Air Traffic Control Facility is manned. Requests for practice approaches will be on a workload permitting basis.

Point Mugu Approach Control normal hours of operation are 0600-2200 local. Primary approach frequencies are 124.7/128.65 or 325.0.

The Southern California Tower Enroute Control (TEC) Routes will be modified. The letter code identifying the new TEC routes effective on June 1, 1996, will be "L". The TEC routes are published in the Airport/Facility Directory for the Southwest U. S.

The acronym P A C E stands for Pilot and Aircraft Courtesy Evaluation. What this means to you as a general aviation pilot is that you can receive from the FAA a courtesy evaluation of your pilot skills and your aircraft's airworthiness. This program is offered as a method to improve your overall piloting skills, and insure your aircraft's airworthiness, thereby improving all levels of safety. These evaluations are offered as a courtesy and no punitive actions will result from the evaluation.

Almost five years ago, the FAA announced a new direction and policy for the Compliance and Enforcement Program. This new direction emphasized voluntary compliance and encouraged using methods that included education, training and improved communications between the FAA and the public. P A C E was developed as a extension of that new direction.

If you participate in the program, here is what you can expect:

Scheduling will be by appointment. At your appointment time, an FAA Airworthiness Inspector will conduct an aircraft evaluation which will include a document inspection (airworthiness certificate, registration certificate, radio station license, operations limitations, aircraft manual and weight and balance information). The airworthiness inspector will also review the aircraft logbooks for required entries such as annual inspections, pilot static system check, transponder check, airworthiness directive status, markings and placards, and the general airworthiness of the aircraft. The aircraft evaluation will be limited to simple inspections practices.

Your successful aircraft evaluation will be followed by a flight evaluation. Before the flight you will present your pilot certificate, and your medical. Your logbook will be reviewed to verify your currency. The flight portion will consist of a prebriefing, takeoff and area departure, basic air work and landings, followed by a debriefing.

P A C E is designed as a skill evaluation only, not as a dual instruction period, nor as a flight check. The inspector will not reteach maneuvers, but will provide the airman with a critique and if necessary encourage the airman to pursue further flight instruction from a qualified flight instructor for any maneuvers or procedures that may need improvement.

The FAA inspector will not process any adverse actions against the pilot or aircraft owner. If conditions of noncompliance are discovered, the pilot will be advised that further operations contrary to the FARs will result in enforcement action.

The FAA's commitment to the P A C E Program guarantees that no adverse action shall result against an airman or owner participant and you can also be assured that no formal documentation of pilot or aircraft discrepancies shall be kept by the FAA.

In spite of the fact that a P A C E participant will have flown with an FAA Inspector, that flight can't be considered as either dual instruction or as a flight review. You will be the Pilot-In-Command during the flight and the FAA Inspector will be an evaluating passenger.
